Western Kansas is a region facing population decline. Keeping graduates in the area is a persistent challenge. For many years, Fort Hays State University and the two regional technical colleges have shared a commitment to serving the region by preparing students for well-compensated employment and offering a congenial environment for new industrial investment. Historically, however, their efforts were not coordinated. Each institution worked independently to connect students with educational and career opportunities, resulting in fragmented pathways and missed opportunities for collaboration. Students seeking to further their education often lacked clear transitions between institutions, while those at the university who wanted to explore vocational options had limited guidance. Recognizing these challenges, the three institutions saw an opportunity to work together in a more strategic and coordinated way.
Realizing they would be stronger together, the three institutions began to consider a strategic partnership to serve their students, local communities, and regional industry. The technical colleges were interested in expanding their reach through their association with Fort Hays State University, while FHSU hoped to benefit from the deep ties both technical colleges had cultivated with local employers. Moreover, by aligning their operations, the institutions could create a more seamless educational experience, ensuring students could transition smoothly between programs and into the workforce. This partnership would not only provide new opportunities for students but also strengthen the region’s ability to attract and retain businesses, laying the foundation for long-term economic stability and growth.
After careful consideration, Fort Hays State University and the technical colleges took steps to formally affiliate. While each institution remains independent, the Kansas Board of Regents now governs the technical colleges, and their presidents report to the president of FHSU. As part of this transition, the technical colleges adopted new names and branding, reflecting their strengthened connection to the university. More importantly, the three institutions are working together to better serve students, businesses, and communities across the region. Key initiatives include:

With TPF’s guidance, we engaged a consultant who helped us define key goals, determine the most effective partnership structure, and develop a plan for communicating and implementing new initiatives. This foundational work not only set the stage for the affiliation’s successes but also continues to support the ongoing collaboration among the three partners. TPF’s investment in this project has been instrumental in transforming our vision into reality, ensuring long-term benefits for students, faculty, and the broader community.
